The following (Blitz Rules & Chess Center Tiebreakers) are reprinted here for the convenience of local TDs and chess players visiting or playing chess at the Chess Center. The Community Chess Club of Rochester (CCCR) does not run blitz tournaments. Tiebreakers are used by the Chess Center only for specific tournaments. Contact the Chess Center for more information.
Rochester Chess Center's Blitz Rules, as of 12/2014 - subject to change if revised & posted differently at the Chess Center
Illegal Move Causes Loss - A player making an illegal move and hitting the clock shall forfeit the game, if called by the opponent before touching a piece.  The one exception to the touch move restriction is if a player leaves the king in check, the opponent may then touch the piece delivering the check and remove the player's king: "Snap King".
Snap King - If you put your opponent in check, please do not say "Check".  If your opponent touches a piece and realizes he is in check and cannot block or take the piece that is delivering check he can move that piece he touched to block or take that piece delivering check.  Once you hit the clock your turn is done and your opponent can take your King or move another piece.
Touch Move - If you touch a piece you have to move it.  If your King is in check look at "Snap King".
Triple Occurrence of Position - A player may be awarded a draw in blitz by triple occurrence of position based on the observation of a TD or impartial witness(es).
Both Flags down - DRAW
Removing player's hand from clock and pieces - Each player must remove his hand from the clock button after pressing the button and must keep his hand off the clock until the opponent has sealed the move by pressing his clock.
Operating clock - Each player must handle the clock with the same hand that moves the pieces.
Picking up clock - Each player is forbidden to pick up the clock once started.

Rochester Chess Center's Tiebreakers, as of 12/2014 - subject to change if revised & posted differently at the Chess Center

... remaining ties are then broken by...
2) Solkoff - Add up the scores of each tied player's opponents.
...remaining ties are then broken by...
3) Cumulative - Add up the running score of the tied players for each round.
...remaining ties are then broken by...
4) Cumulative scores of opposition - Add up the cumulative scores of each tied player's opposition.
